if i were you i wouldn't duplicate it...i would create my title more informative and relevant to the page with some of the keywords i am targeting rather to put lots of keywords that might look i am spamming...

Dont duplicate your keywords for any reason. Keywords should be uniek in the page title. The only place they can be duplicated is in the body of your website really. Keywords must also be relevant to the page content or else your just wasting your keywords.
