I would say: keywords. The best thing you can do is have a site woth visiting.

The most important is title and description tag. But meta tags will not help you ranking higher in SERPs, it will only help you show up in the SERPs if these tags have full or part of the keywords input by the searchers. And if show up in SERPs, these tags will attract visitors.

Link Tag is most important
To me, more than anything, it's link tag "<a href=> </a>" from as many sites as possible, related to the context ;~)

The <body> - the old addage of content is king still holds true. I think the <title> tag is overrated nowadays.

I would rank things for SEO in the following order:
1. Anchor Text (External and Internal Links)
2. Title Tags (make sure they are different for every page in your site)
3. H1 Tags (Main keywords of page)
4. Alt Tags (Use descriptive text with your keywords)
5. Content
6. Any other tags that you want to use
The off page factors will give you the most bang for your buck (i.e. anchor text on external links to your site.)

i agree with you...anchor text will help you on your SERPs...when your targetting keyword has been put on your anchor text....

Its a close call between title tag and anchor text. The thing about the title tag is you can only use it once per page, but with anchor text you can generate hundreds or thousands of links to just one page.
Anchor text has to be the winner due to its mass-usability.
