Really? Where did you hear that?I remember submitting some sites recently... but I could be wrong. It was maybe September.

Its been down for quite some time with no real expectation for coming back up from what I have heard. I know they are doing some beta testing with the big editors to make sure everything works properly, so who knows when it will be back up!
