You'd have to search it out, but I'm pretty sure it's been posted in this forum and elsewhere that the order of "H" tags have a specific following and use. What recall hearing is that an H1 may have more importance to a page than the other heading tags. That "importance" over an H2, might be minuscule - who knows. I've not tested duplicate pages with, or without using an H1 tag, however.
That being said, if there is a value to it's usage, it doesn't mean you should be using H1 tags all up and down a web page as it "might" be construed by the SE's to be a potential negative thing.
I can't prove or validate what I've stated above, but it's at least been purported by many, to be so.
