Yes you can promote your website using all black,white hat seo techniques

One your site is established you can add adsense in your website

However if you add adsense and try to promote your website in some wrong way, google may ban you for lifetime

so it's not okay to add adsense first before promoting the website? I knew someone who add adsense first before promoting the sites... how does putting one before the other affect the sites?
