How to Move Established Website Forward

Hi,

Several months ago I took over the IT managers role for a Nation Wide Members Body. We have over 9,000 members and have been around for a while.

Our website is, uhmm, well have a look for yourself: http://www.aor.org.uk/

I have a new one in development (http://www.aor.org.uk/new_site_1.jpg & http://www.aor.org.uk/new_site_2.jpg) but need the middle-management, management & board members to approve every word (if ands & buts included). So expect the current site to be around for some time.

We seem to be stuck in a bit of a rut. I have been given a marketing budget of £0 (this approximatly converts to $0, please excuse my math!). This website used to be situated on one of our other domains http://www.reflexology.org/aor/ and I have managed to get hundreds of these links switched over.

I think we are the largest reflexology organisation, we have inbound links from WIKI, ODP, all other reflexology organisations, loads of our members, etc. Reflexology in general dosent seem to have much Page Rank (I know its not important anymore but..) I think we have more than most.

What should I be doing to make improvements? (off site SEO, as I cant touch the site without miles of red tape?) We seem to be statically #1 for reflexology with our reflexology.org site and #1 for reflexologists with our aor.org.uk site)

Any help or suggestions people can give would be welcome. Critisisum would be more welcome as my predecessors are responsible for our current situation good and bad.

I could really use some help on this one. Mostly I have worked on new emmerging sites or complete redesigns. I have never tried to improve a website I cannot change.
