If you visit my site (in signature) I have categories that all link to quite a few PR0 sections of my site. Does this mean I leak PR with every link, even if the links are internal? If this is the case should I make this java or something to stop leaking PR? I know content is king, but... I would like to be on a good road towards optimizing my rank. Any advice on this would be greatly appreciated.

IMO, PR leakage is when you leak your internal PR to an external page. For instance, you have a home page which you adamantly promote......It links to 15 internal pages......each one of them receiving a share of the voting power of the home page......Once you begin to place external links on that home page, you begin to leak PR....Not the home pages PR, but the PR vote that would normally go to your internal pages is now being shared with an external page. You don't actually lose PR on a page by linking out, but the link power which that page shares amongst all that it links to is compromised once you begin including OBL's. The more outbound links your page has, the less vote power each link has.
Penalized links are not links that point to your page(OBL's), but instead are links on your page that point to a bad source.....
And in my opinion PR leakage is the least thing you should worry about.
If I am given a chance to choose between PR 6 and extra 5,000 targeted visitors per month, I am ready to have PR 0 with great pleasure.
Don't disperse your efforts on such irrelevant thing as being afraid to leak PR. If you are asked to give 1000 links to one site from your site, but in return they are sending you great targeted traffic - no problems. In your place I would accept the offer. PR comes and goes, and traffic can be converted into optins and you'll have the BASE of tareted users.
The thing is just not to have too much outbound links. But you really don't need to worry about them too much. I have seen a lot of webmasters go berserk about leaking PRs and they go to all sorts of lengths to prevent that.
I would say even if you have a lot of outbound links, it really won't do much harm if that page itself has a significant inbound links.

Link to high PR sites to improve your PR, but internal linking I think, will do no harm
