I used to promote my site for free and it was really hard to get deserved traffic.
Free directories submission, articles, forums, link exchange gave me almost nothing... Website stuck between pr3 and 4 and it was almost impossible to get any good link. I was happy to find pr5 link.
Once i bought pr7 link and my traffic went up. I was little scared but i went throught bunch sites to find cheap places to buy quality links... After $1000 i spend... My traffic increased 3 times in 5-6 weeks and in the end... i become to make $500 a week!
Today i spend $100-200 to buy links weekly.
I got a client who increased his traffic from 1200 to 1800 daily people after i bought him some nice links only for $300... (his website has 170 000 pages).
I always suggest people to spend 2-3 monthes for free promotion and later to spent a little from profit to increase traffic and sales.

For us I try to stick to 5% of our net every month goes back into marketing of some sort. That gets divided up into pcc and link pop dev. For other clients it goes back into print, radio, banners and television promotions.
