Don't trust Link Exchange websites.
I used to exchange links with other webmasters using LinkMarket and Link2me... what happen?
My site appeared in link farms, my links was deleted by 30-40% webmasters right after deal... I got bunch cheap links. Moreover, many sites i added on my pages dissapeared later and later people bought domain names to host Adult sites, casinos, illegal sites. So, i was linking really bad sites. One day i deleted all links (about 800) i hosted from Link2me and LinkMarket.... week later my Google positions increased without any promotion!
Also, spending my time and money (for link exchange servise) i never got any pr4 or highter links...
As example i can show you link farm i picked for my site:

http://www.evolvelb.com/partners.php...fb0bc352c9cae/
...... and so on... more than 1000 pages!!! 100% link farm. Today i afraid that one day Google will discover this and ban my website.

Yea this is the reason I do avoid link exchange. Its really bad.

yeah, worst thing you can do is pay for non directory links imo
whos gonna sell links, fill up their page then quit?
theyre gonna erase them all and start the scam over.

Well, I guess the only way is to look at the site itself.
If the site is well designed and a lot of effort has been put in, I think it's quite safe to say it is a long term thing. And check how long the domain has been registered.

Hey I just signed up for one but I don't use it anymore. The best way to find link exchanges is in forums.

I prefer to buy links and pay monthly / yearly. It is only one way to keep link on the same place.

Not if the topic you are linking would be mutually beneficial for both your users, then it remains a powerful method of gaining links and SE will reward you for it.
Link exchanges are only really relevant to content sites. Services and shops would be much better looking at other marketing method (affiliates, pay per click, direct marketing etc..)
Things to avoid are obviously the automated emails.
If sites remove your link thats their problem and you should remain to link to who you see deserves a link.

I would say a Google search is! But sure both require teaming up and engaging with other competitors of content sites is the best advise I believe anyone can give for SEO.

I only do link exchanges with people I am already familier with! Forums are the best to find the right people!

Was it a significant increase? What about later when they stopped linking to you?

Search therm "Free website promotion" form #20 to #16, "Free link submission" from #10 to #8, "free webmaster resources" from #14 to #11. I can remember only this ones. Also, i did not build any links for month and after i deleted 800 links i got extra 200-300 visitors from Google in 1 month.
Most keywords increased 1-4 positions.

I mean... you never now. Website can dissapear.... or webmaster can link his website and after change content and become Porn or Casino site. I know SEO website who used to be website about GOD and they got hundereds pr4-7 backlink writing e-mails to churches, religion organisations, religious bloggers who linked their site. When they reach pr6 and good Google positions they become SEO website.

Don't religious websites often become porn sites?
For some reason porn site owners like to buy expired church websites and put something dodgy up there straight away. Always seems to be articles about this sort of thing happening.
It's pretty weird, but it is kinda funny.
With any link building, the personal connection goes a long way. I'm guilty of deleting automated link exchanges from my sites because they look bad, but I will always leave the link in place if I had a real communication with the webmaster.

It is very easy to build links for charity, religious, classic music, non-profit, kids, women community websites and after turn them into porn or casino when you get pr5 and hunderets backlinks.

And I was thinking it was porn webmasters trying to be funny by insulting the church, but no, just a matter of building links.
