The geographical location doesn't matter as far as speed is concerned. What matters is the users type of computer, operating system, web browser and internet service.

Doing a quick search on the internet brought up a couple of speed testing tools.

IWebTool

Web Page Analyzer

HostPulse

I've not used any of these so I don't know how good/bad they are.
