think they really deserve a pr10

well, with 1000, i think better go for adword at statcounter site.
guarantee traffic. 1000 for backlink is too much for little me

I think any site with very high PR will be scrutinized by google and possibly devalued... I'd sooner have a bunch of PR6's than PR9 or PR10. Although I wouldnt kick if someone gave me a PR9
