I think you could promote any blog as a website. But there are lot more tools specific to promote blogs like, high PR blog topsites direcories, technorati, ping services, RSS submission services, etc

If you use wordpress to build your blog, it's more easy to search engines to index all the content and get better search engine position. Search engines like blogs!

There many blogs with good pr and there is many directories with good pr. When i opened reciprocal blog directory... it was the best thing to approve pr5-7 blogs who linked my site back from their homepages.
