People still sell submission services but that only assures that you are paying for a mostly useless service. As far as that goes people still sell link networks. I have studied these things carefully and have found my ROI is minimal for using link directories.
Take that time that you invest with directories can create a very useful link bait and you will be way ahead of the game.

If people are willing to pay, they obviously seem to be getting their monies worth, coz I don't believe there are too many people out there willing to burn up $299/year if things aren't working.
Also, if there's something that's been around for a long time, that's testimony enough that it's working successfully, coz if it weren't, people wouldn't allow it to survive, especially in the online world. There have been several services started by BIG search engines, that have been shut down almost immediately due to their failure in customer satisfaction.
While I would agree with you that link bait could give far better results, I would just like to conclude by saying that submitting to directories will also benefit. It's never advisable to put all your eggs in one basket, and this is just another place where this saying would hold good.
