no this is not true, all domains rank the same, now I'm sure you've heard of .gov websites carry better link profiles, of course they do there .gov site, its not becuase the domain extension is .gov, its just typically these websites carry better link profile then what other sites do, a .gov file has some legit links to it that are valued by google.
the .org .net, and etc makes no difference, but build a strong website, and uniqueness content, and provide several links to your website, and you should be fine.
