Do internal links help with PR?

It will improve the PR of the page that all the links are pointing to. (But you can't increase the amount of PR a site in total has by internal linking).

Internal links pointing to a particular page in the same url doesn't help in PR. According to this 2004 article http://www.textlinkbrokers.com/blog/more/A107_0_1_0_M/, I'm not sure if it still applies today though - maybe it still does.

The more internal links the less your PR however should these internal links gain links themselves then it will greaten your overall PR.

Proper use of internal links and anchor text definitely improves rankings, and can improve pagerank to particular pages, depending on the linking/site structure.

Yes. Say you have a blog, and one of your posts is hugely popular and gets a ton of incoming links. If it has a PR6 next update, the pages that are linked to from that page will see a definite benefit (whether they're internal or external links). As long as you have a good site structure, incoming links to it will benefit the overall site.
