will .co.uk or foriegn backlinks count as a vote to a .com?
will foregin domains like .ie or out of country domains still give the same credit to a .com, as what a .com to a .com would ?

Yes....
But not "identical", of course. No two domains are the same in terms of passing value, .com or otherwise.

thanks peter, I apperciate it, these are probably silly questions I'm asking, but I always ask to make sure, and plus no one knows how search really works, well to the 100 percent fullest I'm sure there is things a lot of us don't know, and I'm sure there is a lot of things people know that work with google that we don't know specially sergery brin.

That's true.
However, if you see something happen time and time again, it's reasonable to assume it will continue to happen.
Until they change it...

I was going to ask you, that keyword I have I just spent lke 750 dollars on links, and I bought some pr7 links well 2 of them that are related, and this has been with then the last week, but I haven't noticed any changes in my serps, I bought some good links.
Will it take some time to change? I'm just getting nervous, I'm ready to get that keyword to the top, and blow up. hehehe

Google are unlikely to re-calculate the link structures constantly, as this would be too resource intensive. They likely do it on a schedule.
What that schedule is, and for what serps at any one time, is anyones guess.

It was wierd, I bounced all the way up to number 23, then it went back to number 34, and I'm wondering if they like filtered something out, I thought about buying 4 more pr7 links relevant high quality links.
I'm blowing money out the windows I'm so desperate to hit the top 10 after seeing the traffic adwords said that keyword was getting with then 10 minutes which was like over 350 impressions on googe usa alone, thats excluding ireland.
and that was late in the night.

the thing is all my competitors websites really don't have to many high end links that are relevant, like I do, or what I'm aiming for, and all of there links are like 3-4-5 but they have a bunch of them, I have pr6-7 and a lot of blog post, and just a few 3-4-5, i don't know how much more impact the 6-7 will have compared to all there 3-4-5 they have.

Not all links pass PR. The true PR is unknown, except to Google - the toolbar value can be misleading. Those existing sites may have aged links, and/or carry other markers of historical credibility? It's more of a factor now that it used to be.
There are a lot of factors at work. And different algos.
