Link exchange with other related sites email them.. submit your site to directories...Put signature links on forum postings... I have always seen this question asked on other SEO forums like this one...

place your business listing on the website which allowed free business listing.
Publish on classifieds, articles, blogs, directories etc.
Same link Request.
Create some lenses in squdioo.
Create videos and post it with a link to your site on popular sites like youtube, google etc.

article submission, using your site link at the section of author bio box
submit your site to the web directory (Free, reciprocal and paid)
Forum posting with signature
Create blog and update that blog regularly and put a link of your site on the blog.
submit news on social bookmarking site.
these all are helpful...

Be interesting enough for people to remark upon what you're doing.

If you are trying to hire someone it will cost about $1000 for really quality service with 90/100 for success.
There are always a good way to hire person from other coutries who can do the same job for cheap... but in this case there is a big chance to be another victim of scam.

You can get your popularity up quick with relevant directories. Thats what I do to get a jump start on a new site. Works for me.
