Can I ask some effective ways how to promote both article and link directories sites to gain fast PR.... I'm planning to have both sites... Thanks

Submit your article to article directories such as ezinearticles. Create quality and unique content and must be related to your site. Blogs and social bookmarking is alternative way to increase traffic and gain pr as well. To link directories, you need to submit it to directories with pr , traffic and related links.

Submit your websites to directories...Buy links like crazy...They are an investment...You will get back everything..

Hm, I doubt buying links will work, unless they are contextual. As far as I know Google doesn't like paid links anymore.
And article directories, unless they display unique content I don't see how they will convert.

You may submit your article to free article submission sites and you may also write articles for someones site(but relevant ones) and ask permission if you can put a backlink to your site at the bottom of the article you wrote for them!

Ha ha ,all of the above ,relevant article submission ,relevant directory , one way link from good PR and relevant sites, social bookmarking in relevant category,or build your own relevant colony of webs with relevant content in unique IP c-class.
That's the way I do.
