alt tags are for images only.. they're right you can never put alt tag in background image. i think the use of these alt tag is to let the viewer know what was in that image in case the image did not appear.

Maybe not for 'normal' www searches, but they do for 'image' searches. I had an image on a site and I could search for the quoted title text (which appeared nowhere else in the text or code) and find the image. Unfortunately that page has been 301d and the new page does not have that on it
