You won't like my answer:
Use the phone
Instead of mailing thousands of webmasters pick the ones that you feel would
fit the best - not only for one link exchange - but for a longer relationship in that niche. Then call them! Not only that when you have someone on the phone they are much more responsive.
Also you will chat with them, maybe exchange content or they will tell you that they have another 20 sites that you also could exchange links with.
If you have to use mail, try to avoid any automated tools like SEOElite.
Make it personal, and don't try to convince them in any way why link exchange will benefit them.
I get so many link exchange request. I delete 95% because they come from unrelated sites, offering me links on spammy link pages with 200 unrelated links.

There is no trick just be honest and open that you are exchanging links becuase you like each others site and had nothing to do with influencing search. I must admit of the last few years it is increasingly difficult to swap links.

Yep there is no trick, you have to have a quality web site with unique content, and make sure you try to link to other web sites that are similar to yours. One way is to send them an e-mail, tell them that you like their web site, give them a compliment, and tell them that their web site compliments yours. Add their link to your links page first, and then ask them if they would reciprocate. If they respond negatively, then offer them something, tell them that you will give them a front (home) page, priority link if they would add yours. I have had great success with that technique, I have been able to get links from every major player in my field and my links page has a page rank of 4 now.

You can easily convinced the webmaster if you have higher PR but if your PR was lower, offer a 3 way link exchange or tell them that your site has higher traffic which can also be their source of traffic.

That call them up tactic is a good one, I found this worked when I 1st started, the poeple who gave me a break when I 1st started have still got their links now even though the tables have turned and they are now the ones getting the better deal by a long shot. I get at least 2 or 3 requests a day and the vast majority I ignore because they seem automated, if someone makes the effort and hand writes a request I will look into it, but alot of the time they are trying to get something for nothing, they offer me a link on a page like this:
domain.com/resources/seo-links-2.html
Or some rubbish like that, these emails also get ignored, if someone actually offers me a deal on a related site that is even close to what I am offering then I will probably go for it.

I guess that depends on how you look at it. If I don't feel a site provides a benefit to my visitors, then I will not exchange links with them. From that point of view, my advice still stands.

I find the most people just want to link to a page that is rank, no matter what the content is. Site like these I found only reach a PR status of 5 or 6. But, I have notice that site that link to pages with related content tend to have PR status 7 or higher.
This may help. This is a new tactic that is still in process for me, I will let you guys know if it works. But here it is... Most site that are related to yours will have a high PR status, at specially if you are just starting out. Most of the site owners will not link to a site that has a low PR status. What is a low PR status, a status that is unacceptable by the reviewer. Anyway, you will need to build your resource or link page up to status. How?
1. Add your partners or link page to authors summaries with writing articles
2. If possible, added your link page or partner pages to some directories
3. Some times offer your link page or partner page up for linkexchange
either way, treat your link pages as your home page.. You will notice the PR status increasing and once you have a good PR status for your link page, you will find more and more high quality site accepting your link request or even requesting to exchange links. But remember, PR status is not everything.

That is a very good point karnetics. Write a blog article about the best resources in your field and use your links page as the target to the anchor text Best ***** web sites.

There are no tricks, just be professional and he might accept your request. If the site is not open for link exchanges, then you can't do anything about that.
I have a blog post [link removed] which talks about getting backlinks.

First you have to make them believe that they will benefit on your site
It is advisable to put the link of their site as soon as you are requesting
for a link exchange.
You can email them or call them.
Make sure that the site you are requesting for a link exchange is not a direct competitor of your site.

Jeoru and francesca_l0uise, you all have very good points. But, what I have notice with my link building is that even the big boys want to be link to pages that have a high PR. When trying to link to web site that have a PR of 5,6 and higher, the reply I get is, "OK, please link my site to a page that is PR5 or higher"
That is why if you want to link to some of these sites, you will have to get your PR status up or add their links to your home page.
This is what I have experienced.

Just tell your link exchange partners the status of your site whether it generates high traffic, PR and more.....

add their link immediately into you site, send them an email informing that you are interested in a link exchange. put the URL where the link is located so that they can check it! if they respond before a week, good for you! if they don't, find another! this works for me all the time!

of course because you are the one who is requesting that's why they have the rights to have conditions before accepting your request. They prefer to have first a link of their site on your site as a condition before accepting your request. And ofcourse they want a high rank to ensure that they will benefit on your site or they will have high traffics from your site.

The best way to convince the owner of the site is to tell them that you are going to put their site on top of the list on your website. But nowadays link exchange no weight anymore to google, only one way and related category link is important for google.
