Lightbulb Please Help! is this duplicate content???

Please help me on this, as its very important, and I am making a huge investment, in something related to this..
What happens if there is a document on an external page say "abc.doc" which has been indexed by Google. (As I can see by using the "site:externalsite.com" command)
And, now I just create a website by copying the contents of the .doc file? (The site will be plain html)
Will the new site be regarded as duplicate content? and any chance of being filtered out?

No, it won't be considered to be duplicate. I did this thing myself from one free-to-reprint articles site without any penalty. Moreover I acquired better rankings for that article's main phrases than the original one. However, it also depends on that if you link to original URL. You should do so.
