Take a look at your budged, if you have a little bigger budged you might want to get more backlinks from more PR4 websites (and hope to increase the probabilities to have more traffic from those sites too) or...get 2-3 backlinks from PR5 website with low outbound links. Anyway, think of it as voting method, if you want PR3 you need XX votes from PR4 (X is number) or XXX votes from PR3 or X from PR5.

Hello cher,

Quality and relevant inbound links are important for getting a good page rank. Apart from directories, articles and forums submission there are other ways of getting back links, like Press Release, submitting URL of a site to different media sites, social bookmarking, reciprocal link building...

There is no magic formular for this. Just get links from pages with high PR (prefere PR4 & above).

Recriprocal Link Building --> Linkexchange with other related sites, submitting to directories with reciprocals....

Try directorycritic.com

Inbound links are links you get linked to you from external web sites and outbound links are sites that you are linking to from your own web site. Self explanatory: Inward=links in and outward=link out.
