You Can promote your site by back links but before it you should complete your keyword and description as well as keyword related content in your site and link on your targeted key word will help you good Then after you can concentrate on you link building by Article Submission with you link ,directory submission and visit social media sites like Digg.com, Stumbleupon and put your link there here at social media sites you can easily get good pr back link as well as traffic ,then after you should do link exchange with you site releted site

You are having two methods to get backlinks : Free and Paid

Yes I believe Blogs, Paid Articles, Paid Directories and if you can, you could send emails to webmaster for one way link request. But most mostly they are turned down unless and until you have something very special to offer..

first of all if your site is not indexed by google try to get indexed after that you have to promote ur site. google consider backlinks and according to the quality of backlinks google gives page rank. so do directory submission and article submission to get quick links.
