This following tip amused me somewhat. A side-effect to Google's stupid no-follow policy is that webmasters will use it to direct PR. It's a short conceptual leap from this tip to blocking all outbound PR (not something I'm in favor of, but some webmasters do it)

Oh yes... I've been using "nofollow" strategically for awhile now. Really I think it's being used more for that by webmasters than for battling spam.

The way you set up your internal linking structure is quite important for SEO purposes and "nofollow" can be a big part of that.

I don't think that it's a good idea to use rel=nofollow on internal links. If you read the nofollow microformat and Google's announcement, it means "do not vouch" not "do not follow". Nofollowing internal links says "I over-SEOd my site".

Use robots.txt to control robots on your own site, not rel=nofollow...
