This following tip amused me somewhat. A side-effect to Google's stupid no-follow policy is that webmasters will use it to direct PR. It's a short conceptual leap from this tip to blocking all outbound PR (not something I'm in favor of, but some webmasters do it)

Oh yes... I've been using "nofollow" strategically for awhile now. Really I think it's being used more for that by webmasters than for battling spam.

The way you set up your internal linking structure is quite important for SEO purposes and "nofollow" can be a big part of that.

I don't think that it's a good idea to use rel=nofollow on internal links. If you read the nofollow microformat and Google's announcement, it means "do not vouch" not "do not follow". Nofollowing internal links says "I over-SEOd my site".

Use robots.txt to control robots on your own site, not rel=nofollow...

I also have to own up to sometimes using 'nofollow' to direct PR juice the way I want it around some of my sites. Difficult to say whether it actually works though!

I think it depends on the content of a page (from your site) whether to place "nofollow" or not, we do need to get all our pages indexed and searchable in SEPRs. As for placing the "nofollow" on outbound links -- well, it depends... For blogs, a "nofollow" is used on comments to prevent spam. For link exchange partners, a "dofollow" link is what you've agreed upon and therefore must abide.

For me, as long as I'm linking to a very good source then there's no need to put the "nofollow" link.

I used nofollow for repeating links and redundant information (disclaimer, policy, about pages) which I didn't care if they'd show up or not in SERPS. The problem is I hear that PR sculpting is not a very good idea. It's a signal that you SEOed your website, and Google doesn't like this. As a thought, after I sculpted my PR with nofollow links, after a few days my SERPS traffic declined ...

No. Using the "nofollow" attribute prohibits the passing of your link juice to an outgoing link/s. Commonly, this tag is used on ads.

Having several outgoing links slows down, or even prevents, your site/page from increasing its PR. Why? Because you're passing link juice to them. But this doesn't mean that if you do use "nofollow" that your PR will increase 100%. It'll probably increase but there are other factors that contributes to it like your content, the optimization of keywords within the content and your internal link structure.
