There is an excellent list here http://www.strongestlinks.com/directories.php that shows which directories are free, which ones are paid (and how much) and which ones require something else, like if you have to become an editor or whatever. Pretty cool.

Also, the best part is, each column can be sorted from high to low (low to high?) by clicking on the header.

Webmaster Link Exchange is a new directory of web links to sites that are willing to trade links with other sites. The only requirement to be placed in the directory is that a link back to webmaster-link-exchange.com is on the site that your are submitting.
