3. Paid directories - works if you pay for a homepage submission, inner pages are a waste of time and money
4. Free directories - nope
5. Post on blogs - yep this works.
However there is a much simpler way to increase your sites PR. I am offering all members of the VNetwork this information for free. Simply visit my website [link removed] fill out the contact us form, I will then email you the details.

Not much of what you said actually makes sense to me. But anyway since i am curious let me ask few questions.
1). Why backlink from forums that don't have the nofollow in the links will not effect the PR?
2). You are right
3). Why inner pages of directories are a waste of money (unless those inner pages don't have PR).
4). Free directories nope? Why in the earth, if they don't have a nofollow attribute to the link and if the directory has PR
5). Post on blogs works? mhmm..ok, what if the post won't receive enough link love from the homepage of the blog ...oh and, blog posts end up on inner pages as well.
What really effects on PR is any backlink from high PR, but what should a link buyer pay attention on is
a). Make sure his link will not have nofollow tag
b). Calculate the outgoing links from that site (the less the more PR juice you receive)
See, it is more simple than what you make it look like.
