Let's Define A Bad Neighborhood..
Since Google is so adamant about us staying away from them in regards to links, I thought that maybe some fun interpretations of a bad link neigborhood were in order. Creativity will get you more points!
Bad Neigborhood=stray, mangy links hanging out, waiting to be picked up?

As far as I know, there is no tool to check what link is bad neighborhood and which one is good. So, it sounds like this issue is based on personal opinion of everyone of us. Correct me if I'm wrong.

bad neighborhood -Sites Banned by SE's.. If you choose to link to those site, you are considered to be one of them.

Bad neighborhood is one which links to spammy sites! Which don't have a proper link structure. Banned sites.

Its simple, just type "site:domainname.com" of the site to google search and see if Google returns any results from it. If it does not return any results, chances are that this site is banned from Google.
