Question about linking
I know that it is important to link to sites with a high PR, but is it important that the main page have a high PR, or the actual page your link will be on?

I think you want to say "important to get links from sites with a high PR" - then it's the PR from the page the link is on.

There is no such thing as 'site rank'. PageRank deals only in pages - sites don't enter into it.

You mean the actual PageRank numbers? Dunno. The Toolbar PR numbers are kept on each datacenter, but they are not PageRank figures.

I assume Google ranks by the actual PageRank figures and not the PR labels?
If say you have a website which has no PR drain to other websites, will this site's PR label be higher number than a site that has the same amount of pages but more outbound links? Or is the label defined by the amount of inbound links?

The PR label isn't defined by any of those. PageRank is defined by the linkages - both inbound and outbound. The PR label represents the range in the PageRank scale that a page is in.

... will this site's PR label ...

Sites don't have PR labels - only pages have them.

I'm really kinda amazed at...
The number of people who have agreed to exchange links with me, considering I have a PR0. I've been trolling linksmanager.com and linkpartners.com, and choosing only the ones with PR4 or 5 or higher.

Don't forget that the links pages will usually have significanly less PR than the site's home page, and that there may be many links going out from the links pages. But, since you have PR0, you're in a win-win situation.

Yeah, I was under the assumption that the sites PR was what mattered, now I know. That's what I figured, I can't lose with a PR0.

I have a PR5, it'll hopefully have a PR6 on the next update. I think someone on this forum had a PR8, maybe a PR9

I don't think so. I could be wrong, though.
John has some PR7's.
