Will a link in <noscript> tag counts? I see the code like this

</SCRIPT>
<NOSCRIPT>
<P>To get the service for free, <A href="http://www.domain.com/a.html">click here.</A>
</NOSCRIPT>

My question is

Will the backlink count for http://www.domain.com/a.html here <A href="http://www.domain.com/a.html">click here</A>?
Will it pass PR to http://www.domain.com/a.html ? what will be the effect?

Google definitely follows noscript links, that's a fact, and I believe they pass PR but I haven't tested it so I'm not sure about that.

Link will follow in google, yahoo, msn.......

But Page rank thing is requires some R&d .....

The <NOSCRIPT> tag should provide equivalently content if the user has no JAVA script support or are using an old screen reader so obviously it will transfer PageRank. Do not use it for short term gain black hat seo.
