Quality link is relevant link from a site having good PR with a keyword rich anchor text.

Quality Links Means :

1. Domain age of that link page.
2. PR of that link page is high
3. Links from .edu or .gov domain is called quality links
4. There is no using Nofollow Tag.
5. Links from some information .org sites.
6. Links are not on the same C class IP (in case of reciprocal).
7. Links getting from your business related websites.
8. Anchor text of Links with your highly competitive keywords.
