What's the best term that describe quality links.. How to consider if is quality or not..

As long as the link is related to a site's theme and it's content then, it is considered as quality link.

quality links are considered a quality link when it is related to the site it linked to. The site linking to your site has a PR.

quality links - product of quality link building related to your site. which are important factors for SE's.
it's just like quality of links = quality of the site....
its done by link building related to your theme/site.

The answer to this is not a single one liner
As everyone is aware Google uses a scoring mechanism to determine the strength of a web page. Having inbound links is one method of increasing the score for a particular page on a website.
When scoring inbound links Google checks
The age of the site linking
The age of the link
The anchor text used in the link
The relevance of the site.... on theme or not
The amount of links on the page
The amount of clicks the page receives
The frequency content is added to the page
The ranking of the page
Is the page an authority .edu/.gov/.mil
As you can see it is not as simple as saying a link will score well if it is on theme. Quality link building is an art, that can only be mastered by carrying out years of research. I guess that is why we are always busy with it.

It is consider quality links if it is related to your site, related content, with page rank, traffic , or if it is indexed and with a lot of backlinks.

Quality link - link from page which valuable for search engines and guarantee increase website authority and add power and trust to domain.
There are many types of links and comparing different links I will explain what is quality valuable link:
1. Link on the page with less than 25 other links. Every extra link to another website reduces value of your link.
2. Link on the related content page with related other links.
3. Link on the page with good Google Pagerank.
4. Link on the page which close to homepage of a website.
5. Link without “nofollow” tag.
6. Non-reciprocal link.
7. Authority website (when Google domain, it appear as 5-6 link description on top).
8. Link from site which doesn’t spam.
9. Link from site which rank well on all search engines.
10. Link from site with perfect Alexa rank (less important thing but still)
Links you should avoid:
1. List of non related links.
2. Site with only links and no content.
3. Be careful about free hosted sites.
4. Links from pages which not indexed by search engines.
5. Links from sites with bad SiteAdvisor reputation.
6. Poor content sites.
7. Site link adult, gambling, hacking sites.
8. Site with millions pop-ups.
9. Old site with pr0.
10. Really bad designed site.
11. Site which says stuff like: “PR5 link here”, or “Buy link on this place for $…”, or “Google love your link here” etc.
Always careful with link building. Sometimes it happens when bad links can spoil your whole backlink portfolio....

Where is this information derived from? I thought I read that the spidering was at around 100 links per page?
10. Link from site with perfect Alexa rank (less important thing but still)
What's a perfect Alexa rank?
Links you should avoid:

Does this mean that "any" non-related link is not worth having?
5. Links from sites with bad SiteAdvisor reputation.
How does one check this?
9. Old site with pr0.
Is a PR0 link bad, or just not worth having?
10. Really bad designed site.
Not sure I understand this fully.
11. Site which says stuff like: “PR5 link here”, or “Buy link on this place for $…”, or “Google love your link here” etc.
How does this affect/effect (Never get that one right) the link value?
Just some questions, trying to learn all I can about quality SEO.
