It depends on the quality of the links that you will have.. If you have been linking with a poor quality, then you might be pulled down.

it is good when you linked with a high PR sites which is related to yours and it is bad if you are linked with the sites not related to yours and has a low PR.

Reciprocal link exchange is good especially If you are doing it with some quality partners (IMO). You need to think always that is this link will going to be beneficial for my page's visitors? I guess that is number one to be consider when doing reciprocal link exchange.

Well for me good but..........it depends on your link partner if they have a good pr it's good but if not it's bad because they might pull you down. So you must first check if your link exchange must be relevant and have good pr.

I think the PR of the site is not that much of importance, what
matters is the quality and relevance of the site. Reciprocal is
good as long as it gives you a good feedback.

reciprocal links are good for those who are just starting out to help their site rank and have overall visibility. It can benefit both parties if visitors will also find their interest in link partners.. but if it there is little or no relevancy between parties as far as content is concern, it will be less effective.

good if its from a quality and related site..
better to link trade to a related site without pr than to a not related site with PR

what is bad and google is tired of is the so called term "excessive linking" or excessive link exchange

Good if your LP is related to your site and good quality site.. bad when your LEP is not related to your site... remember: the Quality not the Quantity.

reciprocal link is good when you link your site to quality and related site which has unique, related content that can gain popularity in the internet community. It is bad when you link to web spammers and bad neighborhood on the web, excessive reciprocal links and buying and selling links that passes the page rank.

Reciprocal links is good if it is relevant to your site but do not do this excessively....or you might get penalized by google.

1. They increase your web site traffic, from people who click on the links.

2. Reciprocal links also play a major role in boosting your rankings in search engines.

=> So they are very good.
