It is certainly a good starting point.

Title tags should contain your main keyword(s), be positioned at the top of the code, be no longer than 65 characters (including spaces). The keywords(s) used should be incorporated in the title of the page and repeated in the first sentence.

Where people fall down on this issue, is they forget each page of a website is unique, so the keywords used on the homepage are not always relevant to sub-pages. This is the biggest fault with web designers, they use generic tags as it saves them a lot of time. The client will generally be unaware they have done this.

Description tags follow below title tags, these are used as copy by search engines. These should be 2 sentences long and incorporate keywords without spamming. They should be written naturally, not as robotic spam.

Finally keyword tags, I personally do not use them, they have one good use, that is to list mis-spelt keywords.
