You can't have good back links without good content and won't have a good ranking in SEO without quality backlinks. IMO, content and links are the two very important thing for me in SEO.
Content building should always be first before link building

Ill agree with how can you trigger a quality link if you don't have a good, unique and relevant content to your site. We must consider FTF(first things first)

There is no one thing for SEO as their are many factors to consider. But every website must have a good content to get quality backlinks. That makes the rank high.

From what I've learned, there should be a balance! What I do is when I make a
content on this day, tomorrow I will build quality links. Working on those two
alternately for me is better and makes my work more manageable.

Of course the backlinks are also important, but i think the content is the most important thing on your site.

I think one of the problems with answering this question is that we are not being clear about our objectives:
If all you want are rankings then you can emphasize backlinks. But if you want conversions (whether leads or on-site sales) then at some point you will have to put effort into content.
Whether you make it, steal it, or syndicate it--at some point you'll have to give your visitors some content, or tool, or something to remember you for.

<<~~Shakes his head~~~~ Well no matter how many times I look at it, You have to have a Live page on a server to link to, most won't have it blank, it may be an UNDER CONSTRUCTION page or a 1 liner (Text) , or even just an Image (Thus minimal Content).
At that point they link to it.... If they didn't have a live web page with at least minimal content (Under construction or Image), we would get a WEB PAGE NOT FOUND ERROR (401 ERROR) - which of course is still Content -....
Now if that doesn't finally sum up Content before Linking, NOTHING WILL....
Sometimes it's the simplest form that explains it...

I think you should have keywords in mind when writing content, but putting more emphasis on keywords than content is putting the cart before the horse.
Unless we're talking about affiliates or sites strictly for ad revenue, you're site is probably about something (or why'd you build it?). You should create content about that topic and 9x out of 10 you will discover that your keywords appear organically in your copy.
Of course, for that 1x out of 10 that it doesn't, you will have to fudge it a bit.
I try to write copy that has high-relevancy for the topic, then I worry about how many times or what permutations of keywords to use.
I'm sounding like a conservative. I'm out for a bit...

Blending is also a great help in creating content., its a matter on how you will put your keywords to content., in such a way that the flow of the content goes smoothly.,
