Paid Links, Good or Bad?
Has there been a solid confirmation whether paid links help or hurt your rankings with google?

it depends  the links must have quality and related to your site. but if i were you, just try to get good free links

If you are buying links, you are just proving that something is wrong with your site. Because a site of good quality will get quality links naturally.

Paid links are good for some level. If your links from trusted and high PR website then it is Good.
But still Some level of Paid link is OK.

If you buy links, you are too desperate because you want an instant ranking results...
Especially if you buy site that passes PR....

The way I see it.
Here's what I've gathered on the topic so far:
The best links are those created by forming healthy relationships with other webmasters. Google generally can tell the difference between paid links and free ones, although I suspect there are exceptions to the rule.
But, unfortunately, some of us just are not very good at forming relationships.
In these cases, I would say paid links are better than no links at all.
I fit into this category. I have and likely never will be very good at making friends and getting free links. I admit this is a disadvantage, but not a career-ending one. More experienced webmasters tend to "talk down" to me because of my inability to get links this way, but I don't let it discourage me.
In a nutshell, try building relationships with other webmasters first, and give it some time. Don't try forcing yourself upon people. They don't like it. I've burned some bridges that way. Let them sit on their thrones and let them talk down to you, and smile and say "you're absolutely right". Look at them like potential customers, and kiss some a**.
If that doesn't work out for you, paid links are better than nothing.
Try offering 1 on 1 paid links instead of going through a paid-link company. Google probably won't be able to tell it's a paid link if it's not through a paid-link company. Find a high traffic, relevant website you like and make an offer.

Judging by all the sites google has recently penalized due to link buying, its certainly a bad thing.

Don't Play Cheat...
I've got the privileged to have direct access with some folks who's involved in Algorithm from Google. They told me, you're safe as long as you don't play cheat.
My site just went from PR 4 to PR 5. Yeah.

Yes, it's better to be safe than sorry. Selling and buying links are those latest issues that google paid attention. Some big name site dug their PR because google was making samples on their statement.

paid link is for short term but free link may be for much longer. No need to pay again and again to maintain link.

Paid links is good but it runs for a short term only. So if you want to have high rankings for a longer time, just do the the free links or the natural way of optimizing the sites.

paid links are NOT good. however, u can still buy paid links, but make sure that website is not passing any PR (it SHOULD have the nofollow in it, or that page should be blocked by the robots.txt file)
but if that site is getting a lot of visitors, its a good deal

To be practical, paid links should not be done.. There are many free links to choose from. Even though it takes long time to wait for the confirmation, I think it's really worth it.
