The on page SEO is the other one but there is a little chance to throw on keyword density and other factors. (keyword stuffing is not a good practice)
The reciprocal links are not suggestive.
So which method do you want me to follow?

Ok, I see it like this!
1. Directory Submission: (read the link peter_d posted)
2. Article Submission: Create different and original one(not by re phrasing other articles) if you know what your doing you don't need a reference
3. Forum Participation: why would you spam?(post informative, unique and fresh things that may contribute more on the discussion)
For me the combination of off-page and on-page is the best thing to do!
