IMO, free promotion techniques are very effective. Done properly and consistently, it will bring in traffic to your site.
But what draws the line is getting TARGETED TRAFFIC. It is a bit harder to get these traffic through the free methods. There are several niches that are very hard to market. If I were to advertise a site with a budget, I would always opt for Pay-Per-Click(PPC) as this would yield the proper traffic. Another great way of getting traffic for me is through buying (Targetted) link backs. A combination of these two ways IMO will bring in traffic that would most likely convert rather than just drawing random traffic.
SEO should also be done religiously as this is best for the long run

Newsletters, if it's opt in yes it'll bring good traffic but if not it's a nightmare.
Would like to add that by having the <h1> tags on the title it helps as well.

If you mean submit to search engines you don't need to do this. I get indexed within 24 hrs, and have sites with 6 figure traffic from SEs and have never submitted anything to the SEs once.
If you mean directories most directories don't allow you to submit internal pages.

If you are thinking ahead you won't need to do this. There are few little tricks that work well - and those little tricks only have a small effect.
If you build good content, build links to your site, and optimize "slightly" for keywords that's all you need to do to get 6 figure SE traffic.
The key is quality content and lots of it.

Why modify always when algo changes? Keep the faith when algo changes...
