the <noscript> tag </noscript>
Hi there.
A clients wants their site optimised for a really simple keyword, but there are two problems: the budget does not allow for link building and I cannot modify the copy text except for "title" "img alt" and "link title". Does, the keyword is mentioned only once in the actual page copy text.
I am considering to use something like this:

The keyword site would not work with javascript turned off.

1. Will be the keywords within the <noscript> tag counted for by Google ?
2. Is there any chance for being penalised for this technique? I have considered keywors hidden by CSS, but I suppose that <noscript> solution is safer.
