"Search Engine Results Pages". While you search in google for any key word the result which is displaying according to the importance of the site. if the site have more and high quality back links it will get prior position . There is many other factor too to get a good position SERP

That is a very easy question to answer.... What we should be discussing here is how to top the SERP.... Is it though onpage optimization or through offpage? or through other means???

both... because on and off page optimization goes hand-in-hand, however off-page optimization plays the vital role to get top in SERP....

Depends on your targeted keyword in your anchor text, it may help increase your site's SERP.

As i know about SERP - This is where your site is ranked for certain key phrases. This search engine position ranking can decrease and increase over time depending on whether or not the search engine has tweaked it's raking algorithm during an update. Your website can have several different SERP for each keyword and phrase.
