Somewhat of an absurd question, but yes, it is.
If there's no title, description, etc. the only thing left to tell the robots what the site is about is the content on the pages, and anchor text from incoming links.

Well, if your question is if you can rank a webpage that has not meta tags, yes, you can, but itīs more difficult than if you have the meta tags. Also, maybe your webmaster just meant meta description and meta keywords, which are far less important than the meta title. Meta description is actually ignored by Google.

Is it effected? I would say it's devastating for SEO. Remember, Google is not the only solution out there for traffic. There are also MS live search, Yahoo, etc... these sources of traffic still relies heavily on Meta Tags. They are often overlooked and can be a huge source of traffic if looked at carefully.

Yes, it is affected because important keywords are placed on the meta tags. So if meta tags are not included on the source code, search engines will not crawl your website on the higher rank...

The title only..the other two I think is being ignored by Google....Some SEs still use it... So if I where you put meta tags in each of your page.... Don't use the same meta tags in your pages.. There's no harm if you put meta tags...

Well........it may not effect your ranking on google at present but may efeect your site in terms of yahoo msn and some other search engines as meta tags are still valuable for them in comparrison to google.
But it will be better to use meta tags because using it will not harmful but not using may as no one know about future and when google also start considering meta tags while ranking, indexing etc.

Yes seo will be effected because the meta tag is used by search engines to allow them to more accurately list your site in their indexes.

Not all SE, as google added no weight now in meta tags... Having it wouldn't help you in rankings, you just give your competitors the list of your important keywords.

those things were included in on-page optimization which is one important way of SEO-ing...but what coolguy said is right. meta description and keywords are ignored by some SEs. better work on your title because a site really needs a title after all...

Keep in mind that the TITLE Tag is a very important part of getting good rankings in SEs. Other tags may not have that much value than the title tag but they are still helpful in some ways..

The title has important role in search engine optimization, as far is regards the meta description it does have its importance (as well as the title) on search engine marketing, I would rather click a site that has a good description when found on the SERPs of the search engines.
Hence, use them both, title and description metatag

Ya....Google do not consider meta tags while indexing or ranking but still they provide information about site to google and no one knows when google will start considering them while indexing and ranking by updating its strategies.
And top ranking on only google is not enough, it also important to rank top on other major SE'e yahoo and msn which consider meta tags unlike google.
So it will be right choice to use meta tags.
