MSN seems to love the title tags and H1, H2, H3 tags that match the title tags. My business partner and I tried an experiment with a few domains we had to see how MSN vs Yahoo vs Google worked and clearly MSN favors "on page" elements whereas Google and Yahoo have other criteria.

I'm happy if I got good rankings in Gooele and Yahoo. Though MSN still counts but I prefer to have rankings on google and Yahoo.
