The "Use Relevant Anchor Text Whenever Possible" depends on the site. Often a "click here" link can be more beneficial from a big site than any keyword rich name from the same site...

* Obtain links from a variety of relevant sources
Agree, links from relevant topic is important and be sure the linking site is of good quality. deep linking is better than focusing all on the homepage.
* Avoid mass link exchanges, paid link advertising on non-relevant websites and other such techniques
Agree, go for quality instead of quantity
* Use relevant anchor text whenever possible
Agree, target for three or two key phrase, focus on one phrase at a time.
* Don't get stuck on a sites PageRank - Relevancy out-rates PageRank any day
PageRank may not be showing the current status but high quality sites generally still have good PR, double check the site structure, content and linking scheme to determine if the site is of quality site.
* Links from authority TLD's such as .edu, .gov are weighted very heavily - pursue them when relevant
.edu .gov are generally of quality information sites and with lots of inbound links, thus a link from such site helps.
* Links from authorative sites are weighted very heavily - older sites, high rankng sites, etc
Agree, again, quality out rank quantity

* According to Google guidelines on link schemes , avoid excessive link exchanges or reciprocal link to a non-related site which cause your site to be penalized or banned.
*As of now, page rank is not so important and the best way to more focused on the SERPs on which you can visible on the internet. You need to submit your site to a relevant site so as to get better results for the site.

This technique is not actually proven, although the word is being passed around over and over. However the trend is dying, highly doubt it due to its abuse recently.

Actually matt cutts have even verified that .edu etc. doent carry any weight. But since most .edu, .gov sites are high quality sites, links from them are pretty good. Yeah, this has been abused a lot!
