They are technically called "alt attributes", not "alt tags". Alt is an attribute of the img element.

Search engines read alt attribute text even if it's not a link. Don't keyword stuff them though...

Alt tags do affect keyword density. However I have no idea to what degree.Because each SearchEngine have different keyword calculation.

Keyword stuffing in your alt tags is considered a sign of poor quality.Keep your alt tags natural.The alt tags used for accessibilty and people with low bandwidth.

As the question is alt tag is important ? so alt tag is use supporting your keywords .
