PR equals to quality content, internal link and external link, the more link juice flowing to the page, the more likely it gets a higher PR.

Buy a link from high PR website, and make sure the deal is under the radar.

You will need high PR backlinks to increase your pr. Better to focus on your business and getting more traffic. PR is just one of a hundred factors that Google uses to determine search ranking.

Do you need a high pagerank or a high search engine rank?
Well a high PageRank doesn't mean that you'll have a high rank on search engines. It's still about anchor text links. Keep them varied and you will be doing a good job.
People say I will sell links from high PageRank blogs/sites. So I need high PR. Well a high rank could give you more benefits than a high PR, and well even Google is now penalizing sites that sell PR. So just be sure what you want and what you want to do!

Build more relevant one way links to your site... But I suggest that you better focus more on SERP than PR...

Getting a PR3/4 is pretty easy.
PR7 and you need some really good link juice.

Traffic wouldn't increase your traffic as it is calculated by using link popularity.

Build quality and targeted backlinks to your site. Submitting to high PR directories, social bookmarking, article marketing, etc - are some good sources of backlinks

You can hit PR just from directory submissions.

Try also to exchange link with other sites that are related to your theme. This would also help you to increase your PR...

Many webmasters doesn't care about PR anymore. But I think it would be a help having a good PR to rank for your targeted keywords plus quality and relevant back links for your site. Get to look for related link partners for your site on forums. Request for a link exchange. Three-way linking would be great.
