I found there is one website (my competitor) linked to me automatically. He use "web development" in his Page Title. I was surprised, but still not sure.
Thus I make a temporary conclusion: We should make Page Title of competitor sites = our anchor text to get better rank in Google.

I know I'm not John and I'm not even close to being an expert of SEO. But I am almost 100% sure that these things are not related in any way.
When you use an anchor text it tells the search engine that the site the link is pointing to has something to do with the text used as an anchor.
I remember reading an article about the term "click here" which Adobe ranks highly for because so many sites links to the Adobe Reader.
So in short: The anchor text you use and the title of other sites are not related.
