I'll try to explain, but don't think that this question is stupid one. My site has rather good position in Google. Now I try to exchange with links with different sites. My site has such category as Partner page and link page. As I understood in partner page we posted only those lins which sites can be very important for us. The question is: what sites are important for my optimization?

I would try to exchange links with sites with simular interests or topics.

I dont really like linkmarkets and stuff like that. The old fashion link trading is much better where you search the sites which are similar in content (the hard way)

There is an easier way..it's called a nitch directory, but if you haven't already started one it's going to be harder as time goes on.

Major SEs don't use as much to determine the results but there are still SEs that do. I would still use metatags maybe in a limited state but doesn't hurt to use them but could hurt not to.

In my opinion Yahoo is still kinda "major" and still gives GREAT importance to meta tags ('great' with capital letters) so unless you only want Google to find you I would suggest to really optimize your meta, specially the description tags as I have noticed on ceveral occasions that Yahoo even used it as the decription in the serps.
They are definately not the way of the Dodo.

i'm sorry if i was unclear, i was specifically referring to keyword metas, not description metas.

The meta keywords aren't much good for Google, but web directories often pull your keywords from the meta keywords for directory listings. And it helps to keep track of the keywords you're targeting with the given page.

META Tags
I read a lot about people asking are META tags in or out and how do I rank number 1 in Google?
The fact is always design your site so you take advantage of all of the options:
META TAGS
KEYWORD DENSITY
TITLE
LINKING FROM OTHER SITES
INCREASING THE NUMBER OF TOTAL PAGES OF YOUR SITE
etc...
Remember on the web "Everything Matters"
Don't design your site for GOOGLE, while they are number 1 today they can be number 2 tomorrow (I hope not) so always design using not the tricks but all of the techniques that are there for you and you will always be as high in the rankings that you deserve.
There is only one - number one position and sometimes its better not to be coming up number one.
