I would choose phpbb3 if I would want to go free... And I would choose vbulletin if I would have money

The worst for me is IPB

vBulletin is now SEO friendly out of the box but if you add vBSEO to it, it becomes SEO friendly.

Agreed with the above of DE as VB is the best and most stable of them all. It's eye catching and let's webmasters know that the owner is serious about what they're going to offer and/or offering.

I use wowbb for my personal site, and help support wowclassicbb.com(new forum software kid on the block), and both have a feature in Admin called "Search Engine Friendly URLs" that "Transforms many forum URLs to a format even the most picky search engine cannot complain about." You can also shut off user links: 'When user links are off, all links to user profiles are removed except when displaying a topic in order to help improve Google's PageRank distribution across your board."

phpBB2 is your best bet for learning (IMO), it does not need linux, it has the largest database of add-ons and because of its already long lifetime, it has a massive and helpful user-base in its support forums.

Another reason to use phpBB2 is it will allow you to get to know the community.
If you haven't got much time, and want to see what the new phpbb3 can offer, just try it out on this host : free forum hosting

WebWiz 10 should be out in a couple weeks - they are adding seo friendly to version 10.

For cost and ease of use it's a good forum.
