You need to submit your website on some directories. Start to get link from those from where you can get free or as a reciprocal and PR doesn't matter. After getting any PR you can get links step by step.

get a quality back link, at least the page rank is 3. That is good to improve your website rank. Several way to get a back link :
1. Write article
2. Submit to directory
3. Add signature in a forum
4. Do a link exchange with same niche and high page rank
