When to change Title, Description and Keyword meta tags
I have a website with 16 different pages on it. As far as meta tags are concerned for seo and page development, in order to show up on more searches by customers and a higher showing on the search results page, should I vary the Title, Description and Keyword meta tags per page on my site? For example, if I have a list of several relevant critical keywords for my Meta tags should I narrow the list down then insert those keywords in the "identical order and amount" in my Title, Description and Keyword meta tags for my main homepage and all the other pages on my site? Or should I use some of the many relevant critical keywords, without narrowing down my list, on my main page Title, Description and Keyword meta tags and then use all the other keywords on the following pages of my website's Title, Description and Keyword meta tags? From what I understand I should only use a certain maximum amount of words per meta tag per page for optimum search engine preference and if I use the method describe above would I mix up the keywords and apply them throughout my website pages in hopes of showing up more often when customers search using different terms. Is this the best way to cover more search term options by customers? Thanks.

Sky,
each page should target a particular group. Your meta tags let the engine know what's on the page. There really is no max. just make sure that what you have in the metas is really on the page / what the page is about.
An example is this lady's site. She wasn't listed in the engines at all, I told her to make html pages that linked into her cart and list all the products she sells there
For example - hippie soap http://www.google.com/search?hl=en&q=hippie+soap (she only has number 4 now in google - but as she adds products it will go up higher - isellsoap.com).
But individual items are listed example - peace sign Soap: http://www.google.com/search?hl=en&q...p+&btnG=Search
not bad number 2.
"60's 70's soap" not bad #1 , "soap peace sign" or "peace sign soap " "tie dye peace soap"
each product should be listed in the metas (so someone looking for it can find it), along with the category. then in the cart each should have their own metas....and on and on

Every page of your site must have unique title, description and keywords so search engines can indexed your page. It is important to optimize every page so that search engines will start to send traffic to all your pages on your website rather than just a few or stick on your homepage. Remember that every page can be a landing page not just your homepage.

As what have been already suggested above ^
Also, change them only when necessary.

I suggest that you focus more on your web page description and title. These page elements are more important than KW metas. As much as possible, make a unique title per page and you may include your target KWs to emphasize and give more weight on it. Use only the relevant KWs for your site and avoid repetitions and KW stuffing.

just be sure that whenever putting up description, title, and keywords to your pages, be sure that they are related to what your page is offering...

You may also use long tale keywords for a lesser competitiveness!

If you something new in your mind which can attract your visitors, Add it into Title and description tag. So make them attractive using your relevant keywords/ phrases according to the page topic.

The title and description tags depends on the theme of your web page. Insert those relevant keywords in your title tag that strongly represents your theme.

exactly. the title meta tag is probably one of the most important parts of your on line optimization. then the description and try to write it naturally..... and in both of these tags include your main keywords or keyword phrases for that particular individual and unique page. don't stuff keywords either.
my understanding is that a lot of seo 'experts' say now that the keywords metatag is ignored by google entirely, though still indexed by yahoo. that's only what I read.

You need to change title and meta along with bold, strong, italic, H1- H6, and content until the page is ranking.
